About TC39
TC39 is the committee that standardizes the ECMAScript (JavaScript) language. Proposals advance through stages 0–4, from initial idea to inclusion in the standard. Stage 1 means the committee agrees the problem is worth solving. Stage 2 means the solution shape is agreed upon. Stage 2.7 means the spec text is approved. Stage 3 means implementations can ship. Stage 4 means inclusion in the next edition of the standard.
